While people, including federal employees, were allotted plots in Sector E-12 back in the day, illegal occupation of the area made it impossible to clear the land and start the development of a secure and modern housing community.
The development of Sector E-12 has been long overdue, with allotment having taken place almost 30 years ago. The allottees were unable to construct houses on their plots due to no signs of development in the sector, a matter which is now being rectified with the incumbent management of CDA prioritising the issue.

CDA OPENED FINANCIAL BIDS FOR DEVELOPMENT WORK IN SECTOR I-15:
Islamabad: May 1, 2020: Capital Development Authority (CDA) has opened financial bids for first phase of development work in sector I-15. Work would be awarded to lowest bidding firm after approval from competent authority. Instructions have been issued to complete codal formalities at fast pace so that initiation of development activities on the first phase could be started immediately. CDA has reiterated its commitment to revive sector development and within one year not only PC-1 was approved but development work will be starting within few days on this project which was stuck for last fifteen years.
After completing pre-qualification process, directions were issued for immediate issuance of NITs for the first phase of development which was issued accordingly. The received financial bids have been opened earlier this week and approval from competent authority is being solicited for acceptance of bids and award of contract to lowest bidding firm. The qualified firm would carry out complete infrastructure development including road infrastructure, drainage, sewerage, water supply, electrification and other amenities of phase 1.
Instructions have been issued to complete the further process at earliest so that initiation of development works in sector I-15 could be ensured at earliest. The development of this sector would help add to the housing stock available in the city as well as the country. Roughly over 10,290 units of different categories will eventually be created here once entire process is completed.
Islamabad: October 20, 2019: Capital Development Authority (CDA) has finally paved the way to start developmental works in sector I-15. Pre-qualification of contractors for the infrastructure development of sectorI-15 has been invited.
Basically, I series sectors were designed to provide low-income housing but remained stalled for years. In February 2000, it was resolved to develop sector I-15 to overcome the ever increase in shortage of housing in the capital. The sector was particularly launched to accommodate low income citizens. However, despite the allotment of plots no step regarding its development was taken since nearly two decades. The incumbent management of CDA in line with its policy to take up the initiation of development work in the stalled sectors, which were previously victim of stalemate. Sector I-15 was designed exclusively for low-income citizens in 2005. It has 10,290 plots and the CDA has taken possession of entire sector’s land.
Sector I-15 was launched in 2005, and officially inaugurated by PM Yousuf Raza Gillani. Initially, 5600 residential plots of 5 and 8 marla sizes, and 8000 flats were sold to general public. Later on, due to some design changes and cost escalation, CDA announced policy to allot residential plots in lieu of flats in sector I-15 or refund paid amount to the allottees of flats. CDA managed to refund money to about 4000 allottees, while remaining 4000 were given 5 marla residential plots in lieu of their flats.
Authority, re-designed the plan, structural designs and infrastructure of entire Sector I-15 for the various categories plots.
In order to streamline and resolving the project hurdles and issues, CDA requested the Pakistan Environmental Protection Agency (PEPA)’ for Environmental Approval and invited all stakeholders to weigh in on the environmental concerns mentioned in an Environmental Impact Assessment (EIA) report. Public hearing of Interested and affected persons was held on August 19, 2019 and CDA is ensured optimistically that PEPA would issued shortly NOC in this regard.
To address the problems faced by those who were allotted plots and stuck in the Sector I-15 for decade. The present management of CDA prioritized its core responsibility for the infrastructure development work in the stalled Sectors. Resultantly for the infrastructure development work in the Sector I-15, CDA-DWP approved the PC-I amounting to Rs.5656.24 million.
Unlike old blocks, Executive Block is altogether a different project. There are total 5000 residential plots in this block, and plot sizes are 7 marla, 10 marla and 1 kanal. These plots will be launched in 3 phases, i.e. 1500 plots will be sold in first phase at initial prices, then 1500 in 2nd phase at revised prices, and then 3rd phase will include 2000 plots at even higher prices.

Once all plots are booked, the society will conduct a computerized ballot to allot plot numbers to all file holders. The map of Executive Block will be unveiled after the ballot. This entire booking exercise will close within next 2 months, so you can expect balloting of plots after 3 months or so.

As per the rules announced by the Federal Government, housing authorities had to issue NOC’s of housing schemes within 90 days of submission unless there is valid reason to delay. RDA has failed to follow the policy so far, instead, some of its officials have been arrested by NAB on charges of corruption. So, all applications are currently under review by the new management and soon we will see positive outcomes.
According to the society management, RDA is considering their application as it is following guidelines chalked out by the authority and not confronting them as done by Blue World City. It is a matter of few weeks or months to get final approval from RDA, and NESPAK is helping them in this process.
While other things are in the pipeline, NESPAK has surveyed and verified the land which they are planning on, so we can rest assured that the society has legal ownership of the land which they are selling. Therefore, risk level is minimal in this investment.
Who is the developer of Rudn Enclave?
RMRSCO Private Limited is the Owner and Developer of Rudn Enclave. Since its own profile is no that big, the society has also engaged a third-party developer whose name is still not disclosed. NESPAK has also helped them in this process, and the society claims to have finalized all terms with the developer.
Until the NOC is issued by RDA, RMRSCO will be engaged in earthwork at Executive and General Blocks. This new developer will initiate full fledged development work right after the society is legally allowed by Rawalpindi Development Authority.

RAWALPINDI: The Rawalpindi Development Authority (RDA) has issued a notification under section 4, allowing the government to secure land along the Ring Road to develop multiple projects.
Under this notification, the land will be procured from individuals by the government on decided rates.
The authority will utilise the land to establish a housing project under Naya Pakistan Housing scheme, a medical city, and an economic zone informed RDA Chairman Tariq Murtaza.
In addition, educational institutions including a technical college spread over 700 acres, a 300-acre hospital, along with parks, various markets will also be set up along the signal-free corridor to accommodate the residents of the housing project, he further added.
